The expenditures for learning and talent development have grown significantly in the past two decades. Few leaders would argue that learning is critical for organizational growth.

Investments in programs have generated mixed results. On the one hand the volume of programs is increasing; on the other hand, the business impact is less evident. Learning professionals try to measure their way to results; that is, to implement a measurement strategy to capture evidence of value.

Overall, however, this attempt to capture value is not working.  Learning and development practitioners must move from a value capture focus to a value creation focus, which means using design thinking to drive results.
