This webinar is fifth in a five part series series on “Strategic Planning” by Solutions Cube.  Although this module is a part of the series – each module in the series can be taken individually.

In many organizations, after an annual investment is made to create the ideal Strategic Plan which will is intended to guide the actions of the staff for 1 – 3 years or longer, many teams feel their planning work is done.

The creation of the Strategic Plan is often viewed as the end point of planning.

Unfortunately, Strategic Plans can become stale very quickly for a variety of reasons:

  1. Changes in the environment,
  2. New information that becomes available as the plan is being executed
  3. And … Feedback for unexpected results from planned projects and initiatives.

The Planning staff and department and team leads need to treat the Strategic Plan as a living document, reviewing it periodically to assess environmental changes that may require adjustments to the plan.

They must evaluate whether the planned initiatives are both clearly defined and prioritized realistically to ensure the right projects are being worked on at the right time and projects no longer viable are removed or canceled.

In this webinar, participants will be able to:

  • Understand factors that influence changes to the Mission and Vision and thereby the overall plan

Multilateral and international development organizations have been heavily criticized by governments and donors for not realizing expectations due to lack of accountability leading to corrupt practices, waste of resources, bureaucracy and poor service delivery.

This trend has continued to plague development in the third world for decades, according to evaluations conducted on previous projects and programmes.

Many of the existing programming and monitoring tools used by development organizations do not have built-in mechanisms for highlighting shortcomings, discrepancies and financial irregularities and hence cannot effectively expose mismanagement or corrupt practices.

Although Earned Value Management (EVM) has been utilized mainly as a performance measurement tool in the corporate world, it may possibly be employed in development programmes as a tool for accountability and highlighting mismanagement of financial resources.

The first challenge will be to identify and establish the appropriate EVM tools that can be employed within the context of development programmes bearing in mind that development results and outcomes are not expressed as benefits in financial terms.

Suffyan will then explore a couple of scenarios whereby he will demonstrate how to apply EVM in monitoring and controlling development projects to ensure better accountability of project team members while also ensuring funds are not misused.

It is important to recognize that EVM alone will not be sufficient to resolve financial mismanagement or wipe out corruption.

It must be part of a broader framework that includes various programming, monitoring and auditing techniques that collectively strengthen accountability, enforce regulations and develop business processes that will reduce or greatly minimize illicit financial practices in development projects.
